Urban Partnership Initiative (UPI)

Background

In October 2024, the KACTS Policy Committee approved a Memorandum of Understanding (MOU) between KACTS and MaineDOT. The MOU is intended to enhance cooperation, clarifying the responsibilities of each party and the process for jointly deciding FHWA and state-funded transportation investments in the KACTS region.

The Urban Partnership Initiative (UPI) is one of the new initiatives as part of this MOU. The UPI program is administered by MaineDOT and KACTS. It is State funded and is directly dependent on the State budget.

UPI Program Overview

  • Only eligible to MPO municipalities
  • 50% state and 50% local match
  • Individual projects are capped at $750,000 in state funds
  • Must either be on a state or state-aid road or include a transition or connection point to a state or state-aid road
  • Intended for active transportation projects
    • Scopes that fall under MaineDOT's Municipal Partnership Initiative (MPI) program are also eligible. This includes projects that make improvements to infrastructure to increase its life or correct safety deficiencies
