American Rescue Plan Resources
The U.S. Treasury announced guidance on May 10th for the distribution and use of the “State and Local Fiscal Recovery Funds”, including allocations to states, counties, metropolitan cities, and non-entitlement units. SMPDC has begun to compile guidance and helpful documents in hopes of helping our member municipalities understand the expected use of these federal funds, and logistics around accessing and reporting.

How do we access the funds?
- Funds for non-entitlements units, NEUs, (all municipalities in our region, besides Biddeford) will be distributed by the state.
- NEUs will need to gather and provide information to the state to request funding. This includes:
- DUNS Number
- SAM.gov registration
- NEU's operating budget in effect as of January 27, 2020

How much will my community receive?
- Allocations for each NEU will be calculated by the state, using a method determined by U.S. Treasury.
- Maine Municipal Association has published estimated allocations to help your community plan for the funding.
